You cannot buy this house or find it under the "Build" menu. Only this house and the Penthouse Tower are the only ones that cannot be bought. The only way to get it is to complete the bridal collection which is a series of five different collectibles that you must collect and then trade in for the house.
CityVille Bridal Collection - How To Get It?
This collection consists of the following 5 items: the tuxedo, the tiara, the wedding dress, wedding cake topping and the engagement ring. So how do you get these collectibles? You must collect rents from the Wedding Store and Tuxedo Rental. These are higher level businesses as the Wedding Store, for example, requires a population of 2,750 and 15,000 coins. The unlock cost is 40 cash.

The house can hold a population of 100 and gives income of 13 coins every 5 minutes. This works out to 156 coins per hour.
Trading
It is worth remembering that a short cut to getting collectibles is to trade them. This way, you don't need to be at the higher levels necessary to get the collectibles you want.
