Honestly I would only visit neighbours at the beginning, later on I would only focus on crops. The amounts of money and experience aren't high enough to spend you time on it. The best way to earn money (without using any farmville cheats) and experience very quickly is by planting a field full of strawberries which need four hours to grow. It's the best way to reach your desired level, but it's very time cosuming and you need to be able to login very often. However their is nothing better then seeding some strawberries on your farmville farm.
